AThere will be no transfer of teachers in this fiscal year. They would be transferred only on extreme medical conditions. The State Government has decided to construct girls' hostel in 28 backward Blocks. Free uniforms will be given also to boys students of class 1st to 8th of APL category. Earlier, this facility was available for all BPL students and APL girls only. Meanwhile, the state government has also approved Rs. 50 crore for 14 drinking water projects stalled half completed owing to financial crunch and has decided to form Water Regulatory Body.
Decision to this affect was taken in a review meeting of Education and Peyjal Departments at Secretariat on Saturday chaired by Chief Minister Vijay Bahuguna.
Mr. Bahuguna reviewing the School Education, directed the officers to begin Chief Minister Girls Education Encouragement Scheme in which students studying upto 9th class be encouraged by providing bi-cycles to the students of plain areas and bi-cycles and Fix Deposit amount to those from hill areas. Mr. Bahuguna observed that the Scheme would be effective in checking incident of girl students dropping school in midway. He said that this financial year no transfer of teachers would be affected except in the extreme medical ground. Transfer Policy would be made public by October after taking suggestions from Shikshak Sangh. Chief Minister said that the transfer list would be released by December which would come in effect April next year. He directed the officers to run the selected primary schools in PPP mode under Pilot Project in three districts to bring improvement in primary education and also asked them to run residential schools on PPP mode. Mr. Bahuguna said that a Teachers training Institute would be established to improve the teaching skill of teachers and various skill improvement training programs would be organized time to time. He said that Middle School Board, Ramnagar would be strengthened in the line of CBSE pattern so that Board would be capable enough to conduct other entrance examinations besides board examinations.
Reviewing Peyjal Department, Chief Minister Bahuguna directed the officers to release Rs. 50.9 crore from Special Plan Assistance for completion of 14 drinking water projects stalled owing to shortage of fund. He said that these projects should be ready to supply water to the people by next summer. He directed to release Rs. 35 crore from SPA for Koshi Barrage Drinking Water Project in Almora and Rs. 22 crore for the project in Pithoragarh. Mr. Bahuguna said that a Water Regulatory Body would be constituted which would not only regulate water tariff but also provide suggestions that would help Peyjal Nigam in reducing expenditures. He said that a proposal for an Act to check excess and unscientific exploitation of underground water would be brought in the Cabinet.
The meeting was attended by School Education Minister Mantri Prasad Naithani, Chief Secretary Alok Kumar Jain, Principal Secretaries DK Kotia, S Raju, Secretaries SS Sandhu, Radha Raturi, Manisha Panwar, Additional Secretaries Dr. Nidhi Pandey, Dilip Jawalkar and other senior officers.
